About Moore Planning Group, LLC WHO WE ARE- Today, and for the past 25 years, Moore Planning Group, LLC (MPG) is focused on its goal to help communities plan and implement quality growth. This dedication to quality planning and Smart Growth Principles is the reason that over 14 cities, towns and parishes (counties) trust Moore Planning Group with their planning and enhancement needs. MPG helps build relationships between citizens, businesses, government agencies and private investors in order to implement quality-of-life improvements. Owned and managed by Patrick C. Moore, FASLA, and Randalle Hunt Moore, ASLA, the Moore Planning Group is located in Alexandria, Louisiana, and has been in continuous operation since February 1982. MPG provides comprehensive professional services in planning, landscape architecture, urban design and site planning for a wide variety of projects. Patrick and Randalle are both licensed professional Landscape Architects (Louisiana, Texas, Oklahoma and Mississippi). Key staff includes Nathan S. Gaspard, AICP, Director of Planning and Thomas J. Phillips, ASLA, Director of Design and Jeff Bell, ASLA, Registered Landscape Architect. Together they posses a combined experience of 70 years. Additional staff members consist of two associate landscape architects, one AutoCAD technician, three graphic/writing professionals, and two administrative staff members. Moore Planning Group continues to grow and emphasizes a team approach both, within the firm as well as with clients and other professionals. WHAT WE DO - A unique facet of their practice is that the Moore Planning Group does not do “studies”. The MPG team successfully completed many master planning projects, including master plans for Regions, Parishes, Cities, Campuses and Parks. MPG master plans are tools which can be put into service to assist local communities with the implementation of plan recommendations. In the past five years, MPG led projects with a combined construction total of over $10 million per year. In addition, MPG planning efforts led to the acquisition of over $40 million in implementation funding for communities, followed by professional design and construction management assistance that facilitated the completion of many of the proposed projects. POST HURRICANE ENVIRONMENT - Following the massive destruction of the 2005 hurricane season, the Gulf Coast faced the monumental task of rebuilding. The Federal Emergency Management Agency (FEMA) contracted MPG for recovery planning for eighteen Louisiana parishes affected by Hurricanes Katrina and Rita. Moore Planning Group’s initial role was to produce approximately eighteen parish-level, Long-Term Community Recovery (LTCR) plans in hardcopy format. As the parish-level planning effort evolved, MPG’s scope of work expanded, requiring a wider range of the firm’s profession services. From January to May of 2006, the MPG team gathered information about the affected areas, reviewed proposed project plans, prioritized projects according to viability, created conceptual graphics of projects, guided teams working for FEMA, gave direction to planning efforts, and worked with various levels of government officials. Another role MPG performed was educating out-of-state FEMA workers about Louisiana geography and culture. This work places MPG in a unique position to understand the complexities of planning in the post-Katrina environment. The impact of population shifts and business relocation creates a unique leverage point for new development opportunities.
